Age-Friendly Urbanism in Malaysia: Rethinking Policy for Active Ageing

Abstract

Malaysia’s rapid demographic transition towards an ageing society highlights the urgent need to embed age-friendly principles into urban policy. While existing strategies emphasise healthcare and welfare, less attention has been given to urban design and the built environment that enable independence, mobility, and social participation for older adults. This paper rethinks Malaysian urban policies through the lens of age-friendly urbanism, drawing upon secondary data from WHO frameworks, national policies, and selected international case studies. The analysis reveals gaps in accessibility, housing, and transport planning, while identifying opportunities through smart city initiatives and community-based urban design. A conceptual model is proposed that integrates inclusive physical environments, social participation, and policy alignment to support active ageing. The study contributes by positioning age-friendly urbanism as a critical pathway for Malaysia to build resilient, inclusive, and sustainable cities in the face of demographic change.
