Abstract

Socio-economic changes in the world have made it necessary to evaluate cities within the
concept of transformation. Starting from the 1950s, urban transformation projects, including
those in Turkey, are discussed within the scope of this article. The rapid increase in
transformation projects compared to the past and the importance of the steps taken in these
projects and the role of the public can be observed through conducted studies. In
transformation projects where elements such as profit, without public participation, come to
the fore, it has been demonstrated that the principle of public benefit, which is the main
principle of planning, is not applied. Potential errors in transformation projects directly affect
the public economically and socially. The basis of the mistakes made in transformation
projects lies in not involving the public, who have to borrow for a lifetime or are forced to live
in different places, in the process. Therefore, the participation of directly affected elements in
the process will help ensure that the public benefit is at the highest level in all the work to be
done.
